
The “Combating Hate Act”, known as the C9 Bill in Canada, is more than just a list of new offenses (Department of Justice Canada, 2025, October 7; Marshall, 2024, April 11); it is a framework for total state surveillance and the rounding up of Christians in the Western World. By redefining traditional biblical expression as “hate propaganda,” the state isn’t just changing laws; it is installing a monitoring system over the private and public lives of every follower of Christ. This legislation creates a digital trap to flag, track, and archive speech, turning the public square and, eventually, the private home into a controlled environment. The walls will be muzzled because with technology in our homes and in nearly all public spaces, ears are listening and programmed to detect the Gospel as a threat.
It isn’t surprising that contemporary legal precedents, like this proposed bill, indicate that values are changing and that once-standing beliefs are now shifting towards less biblically grounded freedoms. In Canada, there is a growing trend to redefine traditional verbal expression as “detrimental” or “hate propaganda,” leading to significant professional and legal consequences. The terms “hate speech” and the “Bible” are also now being publicly combined and discussed in legal and political circles. This is a truly powerful move to try to cancel the Bible once and for all, muzzle the vocalization of the Bible, and bring cancel culture to Christian believers in the risen Christ.
The Canadian bill has four areas. The legislators propse the bill as: “four new criminal offences: (1) an intimidation offence that prohibits conduct that is intended to provoke a state of fear in another person to impede them from accessing religious or cultural institutions and other specified places; (2) an offence that prohibits the intentional obstruction of a person’s lawful access to such places; (3) a hate crime offence to more explicitly denounce hate-motivated crime; and (4) an offence that prohibits willfully promoting hatred against any identifiable group by displaying, in any public place, certain hate or terrorist symbols” (Department of Justice Canada, 2025, October 7). Clearly, the bill will curb visible gatherings of Christians in public places and the ability to speak freely on topics considered taboo by the government. The bill, if implemented, makes dangerous claims that Christian belief is detrimental to progress and the welfare of Canada.

Unfortunately, this bill will likely be passed in Canada, and legislation like it will eventually spill into the United States. I say this only because Canada and the United States are so close in trade, beliefs, legislation, proximity, and, ironically, share many of the same sports teams. (Also, it has always seemed like Canada is a state of the United States, or in some way incorporated into it – at least that has been my understanding of the not-so-far-away nation to the north.)
As this bill prepares to be passed in Canada, we are witnessing the construction of a broken northern state. It gives overreach to the government and claims that Christians are filled with “hatred.” With this bill, there is no path of least resistance. Canada will offer a “new normal” that will generally include questioning Christians, confiscating Bibles, and arresting people with real conviction about the Truth. Ultimately, the move is the final step in a total surveillance of the Christian.
